Several routines in C4/NewsChannels.pm refer to a missing table and are not
used by any code:

&add_opac_electronic &upd_opac_electronic &del_opac_electronic 
&get_opac_electronic &get_opac_electronics

Consequence, these will be removed.  The apparent purpose of this table,
storing list of new electronic databases, does seem useful, so if there is code
floating around to back it up, it can be reinstated.
