For some unknown reason, this script (and possibly its template) are not
present in the 3.0.x release tarballs, even though the script has been present
in the Git repository since well before the first 3.0.0 release.

This should be fixed in the upcoming 3.0.3 release.  It's also important to
find out how this happened, as there potentially could be other files that are
not being picked up by 'make manifest tardist'.
