When an item on loan from Library A circulates to a patron at Library B, the
original circulation policy for the item comes from Library B, the pickup
branch (14 days, for example).  However, when that item is renewed, the renewal
policy comes from Library A (21 days, for example).  This is confusing to the
patron and the librarian.  ALL circulation policies should come from the pickup
branch/transacting library.

Our CircControl system preference is set for Pickup Library and the
HomeOrHoldingBranch sys pref is set for holdingbranch.
