In "itemtypes and circulation codes" on the Admin page, you can mark an
itemtype as "not for loan". However, a hold can still be placed. 

On the results screen, the "place hold" option appears and allows the hold. On
the details screen, however, there is no "place hold" option. There should be
no "place hold" option on results screen as well.
