Staff patrons with "superlibrarian" permsission lose access to other library 
codes when editing item or patron records if all other permission checkboxes
have been selected. This only happens if the admin preference
IndependentBranches is set to ON. 

To reproduce this error you need to check every checkbox listed in the patron
permissions window. You must log out and log back if you change the permissions
of the patron you used to log in for test purposes.
