Some faulty TMPL_IF logic in opac-results.tmpl causes a "Public Lists" optgroup
label to appear in the "Add to" dropdown menu when a user is not logged in. The
public *and* private list options should only appear in this menu when the user
is logged in. The public list option doesn't refer to an option that should be
available to non-logged-in users but to an option that should be available if
the logged-in user owns public shelves.
