Thanks for explaining why Write Off doesn't work correctly.   Many libraries
need the ability to write off or waive fines and other charges on patron
accounts.   A work around is to create a manual credit, but that takes more
time and time is critical at a busy Circulation desk.  So it is important to
have the functionality added aback into Koha.
