As part of ensuring that the Leader/09 (character coding scheme) for MARC21 bib
and authority records is set to 'a' (UCS/Unicode), the plugins for editing the
leader should force the Leader/09 to 'a' and tell the cataloger that that
leader position is auto-filled by Koha.  This is part of work to ensure that
Koha does not crash on character set conversion problems for UTF-8 bib records.
