i think i have discovered that this commit introduces a CIRC bug

currently patron's cannot check-out items if they have items overdue 

i think either IsMemberBlocked() or CanBookBeIssued() need to check that there
are not circ-syspreferences that allow this

but - im not yet sure *what* the sysprefs are, to be checked

any ideas folks?
