Implement the following RFC:

In summary;

[1] Add Z39.50 search button to the intranet bib search results, allowing users
to redo a search against the configured Z39.50 targets.
[2] Add a new labeled MARC bib detail view/
[3] Add the ability to control at a global level which bib detail views are
available in the intranet.
