It looks like title and description were both input options for a holiday at
one time.  I was playing with the forms and re-added the title option.  Once
this was added the "Generate an exception to this holiday" started working
properly. It only appeared as an option for repeatable holidays.  There's
really no reason to have this option for a single holiday.  You could just
delete the holiday.

Any clue why title was removed?  Was it redundant?  I think it would be good to
have both.  For example, eventually a list of holidays could be created that
displays in the opac with a mouseover on the title displaying the lengthier
description.

It doesn't look like the ability to edit the description or title was ever a
part of the code.
