The description now reads "Use the remote CSS stylesheet /css/  on all pages in
the OPAC, instead of the default. (This should be a complete URL, starting with
http://.) "

If it needs to be a full URL it shouldn't have the /css/ part - if it's not
supposed to be a full URL then it shouldn't have that note at the end.
