I would assume - and I could be wrong - that I would consider the point that
the order is sent to the vendor to be the time I want the currency converted -
since that's when the vendor will charge me ... but I guess that's not always
accurate ... maybe instead of having it automatically updated allowing the
librarians to click a "Get Update" button that queries the API for the most
accurate data and updates the page with that ... not sure what's best.
