Proposed fix

This patch also includes changes to the way the tag link is displayed: Tagging
functionality is now fully conditional on tagging being enabled, and the tag
link will now be hidden for non-logged-in users. Instead a message will be
displayed as in other areas of the OPAC: "Log in to add tags."
