Rebuild_zebra copies files to $kohadir/etc/zebradb... when missing in
biblioserver and authorityserver dirs. $kohadir however points to
/usr/share/koha/intranet/cgi-bin. A subdir etc does not exist there.
If these mandatory files should be missing, this action will fail too.
