The different_IP auth is too strict for many services 

This is the message given to the patron (different_IP)

While the staff side sessions should always keep fixed IP. This is not going to
the true for the patron side for a large number of services. The OPAC needs to
be opened up to allow these services, but the staff side should still require
the IP to stay the same. 

The services denying patron login include but are not limited to the following:
* AOL (while they can turn off the proxy, and probably should, few know how to
do this)
* People still using google web accelerator (now defunct)
* Other proxy based web accelerators
* Anon proxies. 
* Some office networks maintain filter proxies which can cause logout
* Home filtering software which use proxies. There are quite a few. 
* Other non-AOL web proxies
* Some squid setups, etc.
* Many cell phone carries. Iphone/Blackberry users employ the web far more than
casual cell-phone web users.
