I recommend that we add just a system preference - to prevent users from
editing their messaging preferences if the library so decides.  I also think we
need to fix the problems you addressed here instead of just removing the
options all together.

Lastly, and I think PTFS might be doing this, we want to add a tab to the
global system preferences for messaging and allow the libraries to decide which
messages to enable and which can be chosen by patrons and which can't.
