It looks like there are system preferences missing and in the wrong tabs in the
new interface - I have kept this list:
http://koha.org/documentation/manual/3.2/administration/global-system-preferences
up to date with the new preferences and the tabs they belong under - you should
be able to move things using this list as a guide.
