I can imagine that this could be a system default setting, yes or no, that a
parent could access the accounts of all linked children from their own card.
Then it can be either turned on or off on a case by case basis.

It would also be cool to be able to 'nominate' a secondary parent card.

I would like to sponsor this now rather than waiting because we are planning a
reregistration exercise in the next few months and this would be a good
opportunity to get all these linkages and settings tidied up.
