For newaq, "Acquisition parameters" category was created in administration.
In every administration module, links on the left are grouped by category ; it
would be more consistent if :
# Budgets, periods, planning
# Currencies and exchange rates
were under their "Acquisition parameters" category instead ob Basic parameters
