Screenshot of multiple message types

If you define messages using both the old OPAC notes system (from the patron
edit screen) and the new messaging system you get two separate boxes (see
screenshot). I think these boxes should be merged, but I'm not sure how (if?)
the messages should be labeled differently. Any suggestions?
