Creating a template for add_message.pl as a standalone interface would
accomplish a couple of goals:

1. The process of adding a message could be made less dependent on JavaScript.
Any link to add a new message could load the page itself if JavaScript wasn't
enabled.

2. We could add an "Add message" button to the standard patron toolbar,
enabling staff to add a message from anywhere. The "Add message" button could
trigger the display of the form when clicked from circulation.pl or could take
the user to add_message.pl
