Screenshot shows cart window and menu above result list

Icon for tagging is shown in cart (opac-basket.tmpl), although sys prefs
TagsEnabled and TagsInputOnList are OFF.

But text 'Tag' is only shown, when both sysprefs are ON.

Also icon for 'Place Hold' is missing.
