In the icam family of sip2 products, the patron info responses return a
parental consent flag to allow child users access to resourses authenticated
over sip. As evergreen is using PI to indicate whether the user has internet
permissions and we are returning values in it already, I propose to populate
this based on data.
Suggest like Evergreen we keep this a generic internet resources object usuable
in non generational contexts.
