Tested with 3.01.00.127 and 3.01.00.61

Sys pref item-level_itypes: ON  
Use the item type of the **specific item** as the authoritative item type (for
determining circulation and fines rules, etc).

942c is an item type that is marked not for loan in general
952y is an item type that is for normal loan (4 weeks)

In Staff the item is displayed as available.

In OPAC the item is displayed as not for loan and its not possible to place a
hold on the item. 

After changing 942 to another item type that is not marked as not for loan in
configuration its displayed as available and holds can be placed.

The problem is that 942 should have no effect with item-level-itypes activated.
