Patch pushed.  There are a couple things that could be improved:

[1] The tooltip implies that you can link to the budget, but one can't get to
the link in question - once you move the mouse to try to click the link, the
tooltip disappears, at least in Firefox 3.6.3 on OS X.  Maybe just remove the
link and display the fund name?

[2] Indentation or some other indication of the levels of the hierarchy would
make the display better, e.g.:

Parent: foo
Me: baz
Children: quux
