GetBudgetHierarchy produces the list of funds that are available when showing
the dropdown in the orders page, and the list on the acquisition home page.

This ignores the 'active' state of the budget, which leads to a) inactive funds
being shown, and b) them able to be selected when they probably shouldn't be.
