Web Based Self Check - blocks items from being checked out if the item is on
hold for another user.

2 options:

1 - The Enhancement would put an override option for someone with proper
credentials to override that putting the person back into the hold que and
checking the book out to the user at the desk.

2 - from the irc discussion 2/5/2010:
gmcharlt        by providing options - (a) silently allow the loan and rejigger
the holds queue (b) add an ability for staff member to enter override on the
spot (c) stick with current bheavior

08:14   gmcharlt        e.g., if on-shelf hold requests are allowed, library
may want the hold request to trump
