When selecting manage orders from the acquisition homepage the user only sees
orders created by themselves unless they have superlibrarian privileges.
haspermission routine seems to be always returning 0 despite user's acq
permissions.

Is it possibly a bit redundant to check that the user has acq permission for
each order when we've already checked acq permissions for the template?
