It would be convenient for cataloging staff to be able to add bib tags in the
staff client.  Most of this can work the same as the OPAC, i.e.,

* bib tags can be added from bib search results or bib details
* bib tags can be added from the staff cart

Additional parts of the feature:

* it would be nice to be able to tag during bib import
* there should be an option to automatically approve all tags added via the
staff interface
* there should be a separate staff permission
