The are also inconsistencies between permissions loaded for an 'en' and
a 'fr-FR' installation

  - en/mandatory/userpermissions.sql contains 38 permissions
  - fr-fr/1-Obligatoire/userpermissions.sql contains 35 permissions.

As a result, for example, Guided reports isn't available in French
install: 'execute_reports' and 'create_reports' are missing.
