It appears that the encumbrance and expenditure fields on the add fund form are
not actually used anywhere in the code.

of your budget.

placed and invoiced

that.

budget planning form...

encumbrance limits?

[09:15]  <gmcharlt> functional gap there - limits that don't get enforced
aren't limits at all
[09:15]  <hdl_laptop> there should be a warning when you try to spend more.
