When staff act on a purchase suggestion, emails are supposed to be generated to
the patron who made the suggestion, based on the various templates in
kohaclone/koha-tmpl/intranet-tmpl/prog/en/modules/suggestion.  This has worked
fine in the past, but in current head the emails are not being sent.  I have
verified that email is working on the system; other emails go through OK.  The
suggestion emails don't seem to go through the message queue, so I can't see
what is happening to them.
