I'd like to propose that EnableOpacSearchHistory be changed to a "choice" type
system preference with these options:

1. Off (no OPAC search history)
2. LoggedIn (track history only for logged in users)
3. All (track history for all users)

This would give libraries a little more flexibility in catering to their
patrons' privacy concerns.
