Proposed fix

- Show link to search history for non-logged-in users
- Show "delete history" option on search history page
- Markup corrections
- Removing TMPL EXPR
- Converting delete link to FORM ("destructive" actions shouldn't be links)
- Adding "search history" link to logged-in user's sidebar menu

Note: This patch duplicates and modifies changes made in the patch for Bug
4028.
