When the OPAC is put into "maintenance mode" the standard interface remains,
including all the links that don't do anything in maintenance mode. It would be
better to remove the search bar, login links, etc. in order to send a clear
message to the user that the system is offline.

I propose to remove everything but the system maintenance message (see first
attachment). In order to preserve any branding or content that may have been
added via the opacheader system preference the page will display the contents
of opacheader (see second attachment).
