To reproduce:

1. Edit a system preference which uses a textarea, like OpacNav
2. Click save. The data is saved without a page reload.
3. Delete the contents of that system preference.
4. Click save. An message appears which says "Nothing to save."

It looks like whatever mechanism there is for detecting a change in the
textarea is not triggered by the deletion of its contents.
