when you are working with items that have been added at acquisitions the actual
cost and the replacement cost are not filled in.  these should be filled in
especially since the item was created in acquisitions at the first place.

i'd go one step further and say that the item should also be updated when the
item is received with updated pricing info entered by the librarian on receive.
