There is a workflow difficulty with enabling hold activation through the
moremember.pl screen:

Since you can check in multiple items at once (including ALL of a patron's
items), and any number of them (even ALL) could have holds on them, you could
have a very large number of hold messages to wade through after checking these
items in.

A solution to this bug must include a robust interface for dealing with
multiple hold messages at once, so that none of them get lost in the shuffle.
