AcqCreateItem : Create item when placing an order.
Koha version:     3.01.00.145

If you add an order without adding funds and budgets first, you get a perl
error message when you try to safe your order.

The form should check if a budget was chosen and show a nice error message.

I was not sure if this bug is perhaps related to bug 3616.
