If your average Joe/Jane librarian noses around in the administration
interface, you have first to fix your users permissions. Deprecated sysprefs
should be removed at all before releasing 3.2 in the wild. In the meantime,
it's better not to hide deprecated sysprefs in order not to forget to remove
them.
