Testing 3.2 acq on a site with a large existing acq database, the response time
on the initial acq screen was delays of 10 to 12 seconds (on a test system with
no load) As this is the initial acq screen it seems unacceptable.

Comparing to the old 3.1 system the number of baskets returned was not
consistent.
