It would be a useful feature if patrons had the ability to create their own
accounts.  Obviously this would need to be an option that could be enabled for
a given instance of Koha.

In my case, the Koha instance is on the public internet and I would be happy
for anyone to create an account.  The main thing I want people to be able to do
is to use the comments feature to add mini reviews of books.
