This bug is similar to bug 3609, but it is not the same.

In the italian setup file
../installer/data/mysql/it-IT/necessari/userpermissions.sql there are not all
permission present in
../installer/data/mysql/fr-FR/1-Obligatoire/userpermissions.sql

The missing line is:
(13, 'manage_csv_profiles', 'Manage CSV export profiles'),

This line is missing also in english setup, file
../installer/data/mysql/en/mandatory/userpermissions.sql
