Proposed runreport.pl

I had to change the way runreport handled arguments and options.  It wasn't
behaving quite the way I thought it would according to the documentation. 
Because of these changes, I also changed the way scheduler sent options to
runreport.  The proposed scheduler.pl won't run without this runreport.pl
