Currently one can define overdue notices per branch, and the facility exists to
*create* alternate hold notices, but you cannot apply the new, created notice
to a specific branch specifically for holds/reserves notifications.

It would be a nice addition to be able to define hold notifications per
library, perhaps on the library definition options page.
