Administration/currencies and exchange rates does not correctly identify that
an active currency exists.

The script sets activecurrency by looking at the results of its select, however
if it is only selecting a subset of currencies or the number of currencies
stretch to more than one page activecurrency will not get set and the user is
asked to add one.

This script should use the same interface to currency as the rest of the
scripts rather than cooking up its own SQL

NB warnings are commented out in this script. they should  be activated (they
warn about this bug!!)
