Submitted patches to deal with the following issues:

* fix wording per Kyle's suggetions
* don't count items due today as being overdue
* allow accrued fine days to be reported even if library permits loans to
patron who have current overdue items
* fix swap of USERBLOCKEDOVERDUE and USERBLOCKEDREMAINING blocks
