no budgets to choose from

When I go to create a basket I choose to order an item already in the catalog
and then fill in the necessary info - but I cannot choose a budget even though
I have one for the date range available.  choosing a budget is required to
place an order so this blocks me from being able to add an order.  This is in
the most recent version of HEAD.
