In all other places in Koha, the CircControl value for using the item's home
branch is "ItemHomeLibrary".  In the CircControl syspref, however, it is set to
"ItemHomeBranch".  Thus, any library changing to this setting will wind up
failing any tests that match on CircControl = "ItemHomeLibrary".  This
negatively affects Renewals, and possibly holds.
